The procurement in the government sector is quite different from the private markets, due to the nature of buyers in the public sector. It is typically done through the use of competitive bidding, which is based on the lowest-priced bid. The usual features of governing the policy in public sectors include constant monitoring and auditing of performance, a focus on economy-oriented purchasing, etc. Procurement in the government sector entails tenders or bids from various organizations based on specific needs of that particular government agency.The procurement activities are performed internally at the level of the procurement department.

While purchasing products or services from the external suppliers, the government bears the cost. However, the government has to bear the cost only if it has purchased a foreign product or the services directly from the source country. For many developing countries like India and China, procurement in the Government sector is considered to be beneficial. This is mainly because these countries have a large inflow of technical manpower and also the governments usually give incentives for purchasing equipment and materials from these countries.

But procuring jobs is quite difficult as many small organizations have limited resources. The process is also difficult due to the lack of a systematic approach. This resulted in the emergence of a different chain of command management processes.
