HR Courses in UAE: Programs, Fees and Careers

Read this page in Arabic: العربية | Last updated November 2026

HR courses in UAE differ in study time. The course pages list about 45 to 47 hours of study for the ACI manager and specialist certificates, and 146 to 272 hours for the programs that prepare you for HRCI exams. Pick by the job you do today. HR managers and business partners can start with the Certified Human Resource Manager. If you are building your first HR credential, look at the Associate Professional in Human Resources International.

At a glance

  • HR managers and business partners suit the Certified Human Resource Manager, and recruiters suit the Certified International Recruitment Specialist.
  • Entry level staff can start with the Associate Professional in Human Resources International; mid to senior professionals can compare the Senior and Global programs.
  • Fees in AED sit in the course table below. The exam is separate from the course fee, so ask an advisor what it costs.
  • Ask an advisor to confirm the format for your course, and whether a class can be arranged for you and your colleagues.

Which UAE rules shape HR work right now?

Two sets of UAE rules to check are the Emiratisation targets for private companies and the federal government HR law. Find out whether either applies to your employer before you choose a course.

Private companies with 50 or more workers must grow Emiratis in skilled jobs by 2 percent a year or face financial contributions, according to the Ministry of Human Resources and Emiratisation. The ministry said those contributions apply from 1 January 2026 to companies that miss their rates. If you plan headcount, recruit or report on these rates, read each course's module list against that work.

Federal ministries and authorities sit under Federal Decree Law No. 49 of 2022, and the Federal Authority for Government Human Resources manages their HR. If you work for a federal body, ask your own HR department how it treats outside certificates before you pay.

HR courses in UAE by role: which one fits you?

Match the course to the work you do now, not to a title you hope to hold. Each line below gives the study hours the course page lists.

The Certified Office Manager and Certified Office Administrator are listed for administrative staff, office managers and executive assistants, so they suit office roles rather than HR roles.

How do the fees and study hours compare?

The programs that prepare you for HRCI exams list far more study hours than the ACI certificates, and their fees are higher. Compare hours and fee together before you shortlist.

The Certified Human Resource Manager from ACI lists about 45 hours of study and AED 4,400 live online. The Senior Professional in Human Resources International lists about 262 hours and AED 9,800 live online. Mastering AI in HR lists about 45 hours and AED 2,199 self paced. For the executive level courses, ask an advisor to confirm the format before you book.

What do HRCI and Blue Ocean each do?

HRCI sets its exams and does not run or endorse training. Blue Ocean is an HRCI Certification Prep Provider, and the Associate, Professional, Senior and Global programs prepare you for HRCI exams.

For those programs and the ACI certificates alike, the exam is separate from the course fee, so ask an advisor what it costs.

Questions to settle before you pay

Answer these in order, and you will know which course to book and in what format.

  1. Ask your HR department or manager whether the private sector Emiratisation targets or the federal HR law apply to your employer, and which part of that work is yours.
  2. Pick one course from the role list and open its course page to read the module list.
  3. Ask an advisor which format suits that course, and whether a class can be arranged.
  4. If you chose a course that prepares you for an HRCI exam, confirm the certification rules with HRCI, because they can change.
  5. Send your enquiry with your current role.

Three ways to study from UAE

  • Online: self paced, or live online classes with an instructor.
  • In a class arranged locally: ask an advisor about arranging a class in UAE.
  • At a Blue Ocean office: Dubai, Abu Dhabi or Riyadh.
